Mr. Duffey’s first task will be the overhaul of the state’s $2.2 billion IT outsourcing contract with Northrop Grumman. He has a history of turning huge, troubled projects into successes, notably the Navy/Marine Corps Intranet which he oversaw while at EDS, and his predecessors agree that his skills will serve the commonwealth well.
